Activity finish dates cannot be moved to earlier than planned finish dates in a resource-loaded activity.

Check resources tab in the activity. Actual Start for the highlighted resource showed 6/13/2012. That is why the Actual Finish date on the activity could not be earlier. Change the resource’s Actual Finish Date to earlier than 6/13/2012 and you will be able to change the actual finish date of the activity as needed.
