Can an actual finish date be changed to an earlier date if resources have posted time to it?

Yes, the date can be moved by clicking  the  ellipsis and changing the date. This will not have any effect on resources that have posted time to the activity prior to the date being changed. Reporting and actuals will still reflect what the resource charged to the activity. If the activity has predecessor or successor activities with actual dates, they will not change.
