Is it OK to charge labor hours against activities that have not yet been baselined? Would this cause us any issues?

Typically we make the projects active and add them to the job services once they are baselined. If you want to charge hours on a non-baselined projects, you can. We can make the project active, so it can be charged. Per your approval, we can also add it to the job services so that the actuals are getting applied and the schedule is being updated automatically. Some of the metrics may be off as the project will not have an official baseline that was taken for purposes of comparison. Just be cognizant of actual start/finish dates becoming the baseline dates once the project is baselined.
